A Salesforce user can have the following statuses with respect to SigningHub:

Inactive

A Salesforce user who is either not registered in SigningHub, or has been deleted from the SigningHub Enterprise account, is called an "Inactive" user. 

Activated

An active user of Salesforce that is also registered in SigningHub, is called an "Activated" user.

Blocked

An activated user of Salesforce who has been blocked from the SigningHub app by the Salesforce Administrator, is called a "Blocked" user.
