In order for business applications to request SPOC Services from ADSS Server they must first be registered through the Client Manager module. The business application in case of SPOC Service are Domestic DVs and Foreign SPOCs. Once a client is registered, different permissions can be made within Client Manager > SPOC Service configurations for this business client.
